If there is no solid piece of fur, assemble a rectangular piece of scrap by sewing them from the wrong side over the edge.

Sew the canvas. Sew an elastic band equal to the volume of the dress to the upper edge of the skirt, from the wrong side. Cut out the straps of the required length from the fur and sew to the skirt.
